California Voter Registration Records Show
California regulations define voter registration information broadly. The full file may include registration county, unique registration ID, name, residence and mailing address, phone, email, language preference, date of birth, gender, party preference, status, registration date, precinct, registration method, place of birth, voting assistance status, permanent vote-by-mail status, county voter ID, and voting participation history. Voting participation history means whether and how a person voted, not the ballot choices.

Confidential by law. Elections Code section 2194 keeps voter registration information from routine public display and protects ID numbers, SSNs, signatures, and protected-voter data.
Getting California Voter Registration Data
Full voter registration records are available only for approved election, scholarly, journalistic, political, or governmental purposes as determined by election officials and the Secretary of State. Elections Code sections 2188 and 2194 and 2 CCR sections 19001 through 19013 control access. Personal, private, commercial, harassment, unauthorized transfer, advertising, solicitation, sale, marketing, and public internet-display uses are barred.

Approved statewide, county, or district voter data is distributed on encrypted DVD in tab-delimited files. Specific voter records are provided by encrypted WinZip email attachment. The state review and processing estimate in the research is 7 to 14 business days after receipt.
Butte County Voter File Application
The Butte County voter registration information purchase application asks for the full name of the requester, organization or campaign, title or position, email for electronic delivery, phone, applicant address, business address, organization type, supporting purpose documentation, agreement terms, certification, and a driver license or state ID copy. The agreement is not a formality. It requires use only as permitted by Elections Code section 2194, 2 CCR section 19003, and related law. It also bars sale, lease, loan, delivery, or transfer without a new application and Secretary of State authorization. Violations can be misdemeanors under Elections Code section 18109, and the SOS application also warns against unsecured posting or transfer.
Butte County Voter Registration Channel
The voter registration page links California online registration, cancellation forms, political-party information, No Party Preference information, district maps, statistics, and past election material. Online registration is different from a voter-file request. It uses the state registration system for the voter, while file access is for approved applicants under voter-record laws.
California online voter registration is the state registration entry point.
Use the registration channel to register or update registration, not to obtain another person's voter data.
Note: Butte County Elections and the Clerk-Recorder share the Hall of Records address, but voter records follow election statutes rather than ordinary copy-request rules.
Protected Butte County Voter Records
California Safe at Home is a substitute address and confidential address program. The Secretary of State says it serves qualifying victims and other protected groups, and government agencies accept the substitute address in many settings. The program includes confidential voter registration and mail forwarding. Protected voters and confidential registrations should not be treated as gaps to bypass.
Confidential voters under Elections Code sections 2166, 2166.5, 2166.7, 2166.8, and 2166.9 are excluded or specially handled. Driver license numbers, California ID numbers, Social Security numbers, HAVA identifiers, and signatures are also confidential. A valid Butte County voter registration search may return less than expected because the law requires it.
Safe at Home is especially relevant to people-search work because the program exists to stop public records from exposing a residential address. A substitute address may appear where a home address would otherwise be expected. That is not an error to work around; it is the official confidentiality system working as intended.

City directories, newspapers, district maps, candidate filings, canvass records, campaign disclosure filings, and statements of economic interests can show a person's civic role even when a historical voter roll is not available online. Pair the election year with residence, precinct, or office to keep the request narrow.
Butte County Voter Access Update
Butte County posted a May 22, 2026 notice for Voter Assistance Centers opening Saturday, May 23, 2026. The notice named 11-day centers in Oroville, Chico, and Paradise. Services included ballot drop-off, replacement ballots, ballot assistance, voter registration updates, and in-person voting. Hours were listed as 9 a.m. to 5 p.m. May 23 through June 1 and 7 a.m. to 8 p.m. on June 2 Election Day.
This recent item matters for voter registration records because it shows the local office's public-facing services are not limited to a web lookup. Address updates, registration questions, ballot help, and election-record context may all be routed through Butte County Elections during active election windows.
